Can the human ear tell the differnce in audio when set at say 160kbps instead of 224kps? Can the difference be heard?

I can
At 224Kbps, the audio has a higher frequency spectrum and you "feel" ( in your ears, of course ) sounds that are not present, or are dimmer if the sound is encoded at 160Kbps. It's a small difference, but it's present.
