Lets say that I rip a dvd>4.7gig and I want to shrink and burn to a DVD-R
so that the result is a DVD compliant DVD-R, can this be done?

Yes you can use, Tmpgenc and set to DVD-R encoding, high and low quality is avalible.
Also there is a KDVD Templete, you can download on this side, and load the plugin into tmpgenc, but i dont know why using kdvd or the internal templetes, because i cant tell the differenc.

Or use some of the guides on the doom.9 side, with ifo edit and rempeg.

I dont think it is possible to have a better quality picture than the original. Unless you are making the letterbox larger.
