AUTHORING MPEG-1 on DVD instead of MPEG-2?

I got a lot of vcd and would like to put them in a DVD support, authoring them in DVD format.
I used Spruce up that support mpeg1 type.
I wonder if this is a possibility of DVD specification or only of th Spruceup software.

DVD spec allows MPEG-1 in 352x240 or 352x288 res. All software should support this.

Must be CBR ?
Or it can be VBR ?

Well, on the DVD specifications, MPEG-1 is defined as CBR only.
So maybe some DVD players will play MPEG-1, even though it's VBR

Edit: Here are the specs: http://www.dvddemystified.com/dvdfaq.html

At the site http://www.dvddemystified.com/dvdfaq.html
at the point
[3.4] What are the video details?
I found
" MPEG-1 CBR and VBR video is also allowed ".

This mean is able to hold VBR MPEG1 ?

You're right :D
I guess they updated that page, because I could swear I had read there and at othe places that MPEG-1 on DVD was only CBR.
Anyway, keep this in mind: " MPEG-1 video rate is limited to 1.856 Mbps with a typical rate of 1.15 Mbps." From section "[3.4] What are the video details?" on the same document :)
