how to HTML link with command-line argument?

A number of the CDs I create could be used on any number of office-type computers. It's not really safe to assume they will have any video players other than Media Player 6.4 which means turly lousy support for MPEG1 or MPEG2. That leads to the need for bundling a player with the video files.

kwag suggested VideoLAN's client. I've played with it and this will do the job and isn't that big, only about 9M.

Problem is, the CDs bring up HTML when they are inserted. I can't figure out how to make a link such that VNC.EXE is executed and fed command-line arguments.

Would someone tell me how to do this?

If there's a way to run an external program and bypass that stupid open/save nag screen, that would be real cool. PowerPoint embeds Media Player easily but only if a runtime package is loaded.

FWIW, I'm trying to find a positional-slider-friendly way for people to look at MPEG on typical office computers.
