Avisynth: Trouble Identifying Problem (pixelating?)

hi i'm new to diagnosing my video. the problem is that in sections of the movie where there is rapid movement (ie. people moving on a close up, explosions, a flag blowing in the wind) there will be little boxes that appear throughout the video that really outlines the areas of movement. i hope u understand what i mean cuz i dont kno how to take a screenshot of a video. in parts of the movie where people and objects are still however, u will not see the boxes.

anyways if anyone knows what i am talking about, do u kno a good avisynth script that could correct this?

What you see is called "pixelating" and it is due to lack of bitrate during encoding (the MAX video bitrate used was to short to allow the encoding of this particular scene where there is a lot of movement).

Unfortunally you can't do anything to fix this afterwards.
