Avisynth: Why does the Red Bounce?

Hello, I've noticed that since using TMPEG, the RED in the video seems to bounce up and down. Any reason for this or how to fix?

I only notice it when actually watching it on TV. I'll check it out somemore, maybe it happens on the PC to. I'll see if I can get a pic before and after the bounce, but I think it only happens on the TV (NTSC)
