As far as editing mpeg files mpeg2vcr is the best editor out there. However, if you want really high quality TV caps give this a go:

Capture with Virtual VCR(freeware) to Pic Video MJPeg or Huffyuv, open the .avi in VirtualDub and edit out the commercials then "save processing setings" (no need to save the .avi again) under "file". Download vcf2avs form Doom9 forums and open the .vcf file and convert to an .avs script. Open this .avs file and you will see the Trim commands to edit out your commerials using AviSynth. You can simply copy and paste the Trim comands into your MovieStacker script. The thing that is cool about doing it this way is that you can pick whatever resolution you like in Virtual VCR so you do not need to resize and using VirtualDub with vcf2avs there is no need to save a huge temporary .avi file.

ps. If you don't want to pay for PicVideo you can install the Showshifter trial and it leaves the MJPeg codec untouched even after the trial has expired.
