Can I tweak the capture sttings in MMC 8.5 to capture in kvcd compliant mpg directly?

The mmc software says it can do closed gop in mpeg capture, but no cq setting.
Is there anyone out there that uses ati aiw to capture directly to kvcd even with another capture program? Or what is the best settings in any capture software as to keep the steps of cenversion down?

What exactly does the Q matrix settings need to be and what do I need to do with the GOP as well... Perhaps if I knew that I would be able to research this possibility?
