How to Capture pal60 Videos?

Anyone know how to Capture pal60 and then convert it to VCD, and should the vcd be authored as Pal or NTSC.

The thing is that my Sony dvd is using Pal 60 when i'm playing any Reg.1 disc as it is a European model(such as I). Usually i'll do all dvd-rip on my computer but my DVD-ram is broken for the moment and i'll must use my capturecard (Pin PCTV).
And i get picture but not sure what resolution pal60 is using and at what framerate i'm going to capture(I'm using VD).
And when i'm encoding in TMPGEnc i dont know if i'm gonna use Pal or NTSC-settings???

well being in Europe you'd want to use the PAL settings instead of NTSC for both capture and encoding. Pal uses a slightly higher vertical resolution than NTSC and it doesn't make sense to do minute resizing for no reason.

Can't give much advice on Framerates and resolutions though, but I'm sure someone here can get that for you.
