Best VOIP Plan for USA to South America

My bragging has finally got me into trouble and now I'm getting requests
to setup VOIP phone service for free or very inexpensive rates. This
person is living in America and wants to make free or cheap calls to
family in South America. I have searched the calling card services and
it ranges from 5.5 to 12 cents a minute. Is there a way to route calls
to South American cities via VOIP for free. Of course, he needs broadband
and some equiptment (SIP adapter), etc.
