Just about anyone
Click on a link "check", beside each link, so you can test if the server is up. If it is, copy the IP and port to your explorer HTTP proxy settings.
For example, go here:

That will give you the "High anonymity" list only

To get a list, when the kids want to browse the web
When you go through a "Bess" proxy server, all the qute ( F*, porn, etc. ) words are filtered, and you can't acces any site which contains those words.
