i have a dvd source that is 720x480 with borders top and bottom so i was wonder if there is a mencoder or avisynth equivalent of tmpgenc's "Clip Frame"?

In avisynth and in mencoder we use "crop" but the syntax in mencoder is REVERSE! So look at avisynth.org or the mplayer manual.
