Ok i reqally only understand tmpge but here goes a few questions.

With tmpge i did mpeg2 and cq 90 352*480 and got a final muxed size of 1.3gb on a 90 minute movie.

Same movie with CCE(don't really know how to usae it properly)i got muxed size of 2.2 gb(right on target for 2 movie dvd)(got DIKO to work finally)

With mencoder(MEncodeMe) i got 550mb

Now what i would like to know is with cce in order to reach the 2.2 gb i wondered if it used a cq that didn't add quality but just size like anything over 90 cq in tmpge.

IN short do people like CCE over tmpge

I use CQMATIC and Tmpgenc (never used CCE), and it always gets the size right for me.
I hope to try mencoder later on, for KDVD's too.

I was talking about DVD target.

In fact I use CCe because is way faster than tmpgenc (not a scoop ) and for DVD target the result isn't better with tmgpenc. So I really do see why I will loose my time

Yes, manual one.
Did you look at Vmesquita's guide ? I do anything with the method he exposed there :

One final question on this subject from me Phil

In your opinion Is tmpge cq 90 going to be the same quality or better then even CCE but it just takes longer

So if time is no issue at mpeg 2 you recommend tmpge?
