As your source is an avi, yes you have to select a SOURCE A/R of 1:1. But the DESTINATION A/R must be set to 4:3 (and the arrangement method to "fullscreen - keep aspect ratio".

Forget what you had (or think you had) heart. This has nothing to do with audio and do not use it.

No. The fps there is the one of your target.
BUT here your target fps is different from the source one and tmpgenc
CAN'T do taht correctly.
You
MUST use an avisynth script to perform this correctly.

For that length you can use 544*480. 352*240 is for a 2h30 movie.

All depend on how you change the fps with the avisynth script.
If you still want to change the fps with tmpgenc (using directly the avi as source) then you have to do the change also on the audio. So you must use besweet to encode the mp2 as it allows you to do fps change during the process.

In the same screen where you can change the CQ, put 550 in the MIN bitrate setting. Put 2200 in the MAX video.
966 must be given to CQMAtic. And that is CQMATIC that will find the correct CQ so you do not have anything to change in the default CQ under tmpgenc !
