With TMPGEnc, yes, it's true.

If you use an average Bitrate under 2000kbps then TMPGEnc's MPEG-1 is better then CCE. Above this you should choose CCE's MPEG-2.

i even do my mpeg-2 with Tmpgenc with min/max bitrate at 300-2500 and the quality is damn fine.

As said, TMPEG's MPEG-1 is the best MPEG-1 encoder.
And yes, at low bitrates, it is better than CCE's MPEG-2.

As I had to repeat in the italian forum the compression on a low bitrate in MPEG1 is better than the same in MPEG2. This is principally do to the algorithm of compression in the MPEG2. It is made keeping in mind the large support like dvd, so a high bitrate.
MPEG1 was born for a low bitrate.
Annyhow just test it to prove it!!!
