You encode in MPEg1 or MPEG2 ?

You should encode in MPEG2 and change the fps to 23.976 and then ask to tmpgenc to do "3:2 pulldown during playback" (surely in "expert" options of the wizard).

But please note that Tmpgenc CAN'T PERFORM THAT NICELY ! The correct way to do is to use an aviysnth script.
