Is pulldown needed?
 
I have a 23.976 video (m2v) made by CCE, do i need to run it through pulldown? or can i just use a tool like DVDPatcher to patch it to 29.970?

If you plan on burning to DVD, you need to run pulldown on the file.
23.976fps is not supported by DVD specs.

You need to use pulldown. If you just patch 24-30 you will obtain video/audio screw, and if you not pulldown you DVD won't be playable, or will be choopy.

Doesn't SAPs pull-down "on flight"?
