Most of the time it will look better on a regular TV than on a HDTV. The reson is that the artifacts are clearly visible on the HDTV, but not on a regular TV. As I've said before, I can see artifacts on some DVD's on my HDTV
Unless the movie is 2 hours or less and a low action film, and you can increase the CQ_VBR value, then even on HDTV it will look very good. But remember that it will look no better than a good VCD. That's the best you can do because of the VCD resolution.
