This is a full-length film, not an anime or trailer.
When I go to TMPGenc, Settings, Video Tab, it says:
14.985fps (internally 29.97 fps)
Then, if I hover the mouse over the field I get a box that says:
Sets MPEG-Video framerate
The frame rate [15fps (internally 30fps)] does not exist in MPEG standard,thus quality gets lower because this frame rate is made provisionally.
But if go ahead and change the rate to 29.97 and encode, it seems to play back at the proper speed. The quality is not terrific, and the source was a DVD, so I'm not sure what is wrong.
I'm using the KVCD-CQ-352x240-_NTSCFilm_-PLUS.mcf template, with a CQ value of 89.73 as predicted by CQMatic.
