But, KVCD-KDVD does not use the same quantization matrix ? If i do what you suggested, the kvcd will produce a mpeg-2 with a very low bitrate (bitrate from kvcd) right ? So the file should be 100% compatible I think.. if I am wrong, please correct me!

This make sense ? About encoding in 29,97 fps and generating "dropped frames" or in other words, the not-smooth scrolling when camera...etc
