I've found some references to this (apparently it's good quality):

The good thing is it's open source, and there are a couple of articles explaining the algorithms.

Hi GFR,

I had seen those sources, but the quality was pretty bad.
Lately, I have been looking at the "Berkeley Encoder" sources.

This code framework would an ideal stepstone to build an encoder, specially because of the license it carries.
But still, there's no way around the MPEG-2 patent for any encoder implementation, and that's what worries me.
