In his guide it states to change max bitrate from template default 2500 to 1800 (in Tmpg) Do I really have to do this for a 704x480 or 528x480 1 cd encode?
or do I just change the average btrate to the 1 givin by calcumatic & leave everything else as default?

No. That should only be for 352x resolutions.
