Closed GOP makes your MPEG easier to edit (splice, cut, etc.).
If you don't care about later editing, leave it open.
In most cases, you will get more compression with an open GOP.

Closed Gop also means that the last Frame in the Gop is always a "P" frame as a "B" frame would work bi-directional, so the last "b" frame would stay in correspondence with the next Gop in case of an open gop.
