I am a newbie.

I have downloaded the KDVD templates for TMPGEnc provided in this forum. However, I realized that the frame rates for the downloaded templates are either 25fps or 23.976fps.

How can I made a similar KDVD ( full DVD compliant ) with the frame rate 29.97fps for TMPGEnc.

You encode at 23.976fps and then do a 23.976->29.97fps pulldown. Unless your source is truly interlaced which means it should be encoded directly at 29.97fps.

Yup, the TMPGEnc detected and recommended the mode should be interlaced.

So, can't I add a KDVD template in TMPGEnc?
Can I just follow the settings for KDVD specifications given in the Forum ( Here ) and then save as a new template?
In fact,I have done that, but the TMPGEnc just didn't show the new template.

Sure
Just change the mode to interlaced.

Just load the KDVD template, change to "Interlaced", and save the template with another name.
Beware!, that your encoded file will be much larger than encoding at 23.976fps progressive, so you will have less video capacity fitting your target.

Do not trust TMPGEnc (or any other program) telling you anything about interlaced or non-interlaced. You must use your own eyes, and using the search on this forum will also help you. In 99% of the cases you've got progressive (=23.976fps) material.
