best program to encode a prerecorded High Definition video to streaming?
i have a friend who makes "home movies" he wants to make preview clips in high definition format for streaming from a webhost of sorts, now my question is.. what if you know.. would be the best program to encode a prerecorded High Definition (uncompressed)Avi file into a streamable file format i:e mpg or wmv, he's looking to attain the lowest bitrate and at the same time best quality.. any suggestions? he says he wants it below 2 megabits per second and at the same time maintain high def , i told him he doesnt need to maintain high def quality for 1:20 sec clips on a streaming format.. its for preview clips basically of a final product. i said high quality mpeg-2 and even mpeg-1 rips would suffice... what do u guys think?
