There is no "best" programm. Diko is a "convenient" programm but not really the best.

Best things are reached by using several tools : dgindex, avisynth, paranoia, tmpgenc, cqmatic and finally vcdeasy.

Note : Actually Diko does not do really kvcd since they switched their matrix. And more other he is doing DVD, not CD.
