Limit on how high the encoding CQ can be?

Just wanted to know if there is a limit on how high the CQ of a KVCD can be. Thanks in advanced!

Above 90 there is no visual enhancement, just bigger file size.

Another question. Is there a max bitrate for CBR and VBR?

KVCD : max 2600 kbit/sec MPEG-2 (Audio + Video bitrate max bitrate is 2778 kbit/s)
KDVD : Up to 9.8 Mbps MPEG2 video, Up to 1.856 Mbps MPEG1 video. After system overhead, the maximum rate of combined elementary streams (audio + video + subpicture) is 10.08.
