i got the same problem now i muxed it the way the pics showed i burned in nero and the same skipping and fastforwarding happened. i think wat ferferfer said is right:

TRY using a lower framerate... like 23.97 instead of 29.97

My player has the same problem with 29.97fps files but NEVER with 23.97... i hope this info might help

Yea, try following urban tec's advice, set minimum to 650 or higher, remember to pick ENABLE PADDING SO IT DOESNT GO LOWER THAN MIN.

do it in TMPGENc, go to settings (@ bottom) > Video> rate control mode>press change

Use Nero to burn, and if Urban Tec was right, skipping should be eliminated due to increase of minumum bitrate.(650)
