KVCD: Downloading the Template?

hello,

i just learned of this template and wanted to try it out but can't download it. i'm guessing the link on the main page and the left side of it. where it say ntsc/pal, templates. well i click on that it opens up a page that has a huge amount of code.

here is a copy of it:

MPEG.Text = ''
MPEG.WizardCategoryName = ''
MPEG.WizardSubFormatName = ''
MPEG.WizardCaption = ''
MPEG.WizardDescription = ''
MPEG.OutputStreamType = MPEG_OutputStreamType_System_VideoAudio
MPEG.OutputStreamType_ReadOnly = False
MPEG.Video.StreamType = MPEGVideoEncoder_StreamType_MPEG1

is that the template? if so, what am i to look or for and how do i use it. if it is not, where do i get the templates from?
