Im have a resizing question. Say I use Fitcd to rezise my file to SVCD(480x480) then load the avs script in to tmpg and select a X3 template. Will tmpg resize it again? Should my avs script reflect what templat size Im going to use?

Yep... tmpg will resize it again.
If you don't wan't it to resize, you must set the video stream setting -> size option to 480x480 (in this case).
