what should i change the bitrate to so that i could stop skipping. i used a bitrate calculator but tht doesn't seem to help either. should i keep max att 1150 or what. because skipping is the only problem i have. i thought it was becuase i was using 23.97 fps so i changed it to 29.976 i try to change the bitrate and that doesn't work and i think my dvd player is something like those apex cause they skipp too and im tired of messing around with the bitrate i don't know what to do anymore.please anyone with any valuable information would help alot.

Have you tried increasing your MIN bit rate to something like 600Kbps

same thing occurs.

one time i got it the only problem was the size but when i demuxed it i got a 600+ mb movie file and only a 100+ audio file. so i muxed it back in bbmpeg with vbr checked and it came to 750+mb movie and it skips.

So that's your problem The muxing. Try muxing with this screenshot:
