In it's simplest form, if you're encoding at 24fps, you can just do this: Your CD-R is 800MB ( as that's the capacity for MODE-2 VCD ), so SampleSize = (800 - AudioSizeInMB) / 60
If your audio size is say 100MB, then 800 - 100 = 700 and then 700 / 60 = 11.66MB
The reverse is true. 11.66 * 60 = 700
So you play with the prediction CQ value until the sample size is 11.66MB, in this case.
The complete formula is this:
MPEG size = ((Total frames/MovieTimeInMinutes)/24) * MPEG sample file size
