KVCD: No smaller file using lower audio bitrate?

I converted a svcd file into a vcd using kvcd template.
I first used a audiobitrate of 192 and came to a filesize of 440MB
Then i used the same file with a audiobitrate of 160 and i ended up with almost the same filesize (441MB).
Can anyone tell why the file is not getting smaller?

p.s. Also chancing the CQ from 80 to 100 did not influenced the filesize.
