I am new to the video conversion and I have a few questions about
proceedures/steps with the equipment that I currently have.

CPU- P III 600m with 512 meg
Windows 2000
Wintv PVR 250 Tv capture card
Standard HP cd recorder (no dvd recorder)
Panasonic RV31 DVD player

Currently, I can capture an mpeg file with the win tv card

Video
Program (mpeg 2)
2500 CBR
352 x 480
GOP's 15

Audio
Mpeg1 Layer 2
44.1 khz
192 bit rate

I take the output mpeg file, burn with Nero VCD non complient
and I get a very good dvd tv picture with no picture or sound
problems

If I take the file and edit with Nanopeg editor (or any other
editor) I can never get a picture that does not stutter.

I am looking forward to trying the KVCD templates but need to get these
questions answered so I can get a proceedure down.

1. TO start with, How do I capture from my WINTV card.

VIdeo options are:

Output Stream- Program, transport, Mpeg 1, DVD VCD
rate- constant, or Variable (bit rate, and bit rate peak)
Resolution- Mpeg 1 and vcd ( 352x240)
Program,transport,DVD (352x480,480x480,720x480)
GOP's 15 or 6

Audio

Mpeg1 Layer 2
Sample Rate- 32,44.1,48 khz
Bitrate 96,112,128,160,192,224,256,320,384

2. What programs/ conversions do I need to do before using TMPGenc with the
KVCD templates.

3. What templates do I use.

Can you capture to AVI with HuffYUV CODEC (Huffy) and use VirtualDub

If you capture to avi, you can process the avi with an avisynth script (.avs) with all kinds of filters for pre-processing. Then that is fed to TMPEG.

If your player supports 528x480 or 544x576, then go for KVCDx3 . Get a KVCD test image at the "What's hapenning" area of the forum and burn it with Nero. Then you can test all resolutions on your standalone, and see what template will work for you.
And BTW, welcome

I forgot to add that the WinTV PVR 250 only captures to
a MPEG file. There is no option to go directly to AVI

I can copy to a mpeg file from the WinTV PVR 250 with the following
parameters, without any problem

Video
Variable rate- 4800 with 6200 peak
GOPs 15
352x480
mpeg2

Audio
Mpeg 1 layer 2
48 Khz
384 bit rate

I have taken the output file and thru DVD2AVI output a project file.

I have taken that file into TMPGEnc with the SKVCD 352x480 template
and am currently doing the encoding.

Can I take the new output file and burn with Nero to CD "VCD" with
non complient?

If you're encoding with SKVCD ( good choice for your 352x480 capture ), you can burn either as non-standard VCD or as a non-standard SVCD. If your player supports SVCD, I would just burn as the second option. If not, you can then burn as non-standard VCD taking into account that your player will play MPEG-2 in VCD structure on the disk. If this fails, and neither option works for you, then instead of using SKVCD, go for KVCD 352x480 PLUS template which will produce MPEG-1. Now you have again the two options. Burn as non-standard SVCD, or burn as non-standard VCD. So you actually have four different choices. You'll get the best quality with the MPEG-1 templates by the way

Edit: Remember to re-encode your audio at 44.1Khz, unless your player supports 48Khz sampling rate.

Thanks a lot for the information. I did get the SKVCD to work in
non complient VCD and it looks great! I also downloaded the test
image and all of that also looks very good and works on my DVD player
