If 720x480 is D1, 528x480 is 3/4 D1, and 352x480 is 1/2 D1
how and why did anyone think of using 544x480 ?

As far as I know, I give credit to shh the developer of FitCD, because he included that resolution in his program and labeled it as "3/4 DVD Full".
528x is labeled as "3/4 DVD Small".

I think this is why 544 was chosen

528 is 75% of 704 and is an even multiple of 16 (33)

540 is 75% of 720 and is not an even multiple of 16 (33.75)

544 is an even multiple of 16 (34)
