How low would you go with min bitrate, does the quality suffer if I lower it to 100, or is there any need for that!

Like Kwag said 99% of the player work best at 300 min. kbits if you go lower than that you may have problems.

True, but theoretically the lower you can go the less bitrate is wasted so the better quality you can get. If your player supports 0 you should use it. Theoretically at least...some people say raising the min bitrate improves the quality...

and more:
you got less bitrate in dark scenes
than remain more bitrate for "bright and action" scenes.
