I encoded a 60 min movie in several ways. They all fit on a 80 min CD-R, but which is the best way of using TmpgEnc?

What is the different between CQ100 / 2000 kbit and CQ70 / 2300 kbit? Is it better to use 352x288 2300 kbit or 352x576 2000 kbit? The files have nearly the same size.

If the movie doesn't fit, should I decrease the quality or the bitrate?
