I have some xvid files with ac3 audio. My question is after i convert the ac3 to wav can i fit both the audio and video on one cd and they be in sync(for example 120 min video) . i know how to encode using one cd if the video and audio is the same source but with different sources , i don't have a clue. Thanks

Welcome sleepwalker,

Depends what you want to encode to. If you are targetting a VCD, SVCD, etc., you must encode your AC3 or WAV to .MP2 audio. Only DVD specifications support AC3 audio. Neither AC3 or WAV are supported in (S)VCD specifications.
As for sync, your encode will be in sync as long as you maintain the same sampling bitrate, or resample to a new bitrate AND you don't change the frame rate of your source
