Could not find user data at I-Frame...
 
This error message is poped out of bbmpeg during conversion.

Any ideas?

That means that one of the operation (very often the audio encoding) didn't run till its end and the generated file is broken.

Look after the encoded_audio.mp2 and see if its size is correct. If it's very little, for sure you had a problem there.

In this case, try to reencode the encoded_audio.mp2 by yourself (using besweet or headache) and use the recover facility of DVD2SVCD to rerun the encoding at the "muxing" point.
