hi pal,

if you're using avisynth you can change resolution with ChangeFPS(23.796) or AssumeFPS(23796)
if you're using Vdub press ctrl+R and give 23976 in "frames per second"

if you're using another software just name it and see what can do !!!

That's not the resolution, that's the framerate. And by the way, it will most likely look horrible to change the fps from 15 to 24, but you can try with ChangeFps... I wonder why someone encodes a movie at 15fps...

Changing the frame rate usually causes heave out of syncness, so I wouldn't recommend you to do that. Just take any kind of template, encode a little and see what the output looks like.

if i were to chnage a movie from 23.979 to 23.976, or 30 to 29.97, would i still notice out of synchness, or are the change to minimal to cause any problems?
