OK guys heres one for ya.
I just got "BRUCE ALMIGHTY" on dvd and found out it was in "NTSC".

After reading about i let dvdtoavi, do the convertion for me. It made a big mpeg and when i played it to test all was ok, the lips etc.

I used sonic mydvd to turn this into a DVD. Then used dvd2one to make it fit on a DVD as was too big.

ALL was ok. I loaded in powerdvd and said it was all in PAL.
I then went and started to watch it on my standalone DVD player.
The first 25mins where great! No delay on sound , nothing.
Then as 30mins in I was getting a second delay on the lips.
