Bitrates: CQ values dropping as it encodes?

I started the full encode last night at 2am, I went to be, I woke up at 11:30am, and it was still running perdictions? any clue why, CQ had started at 60, and it was currently at 40.42 when I woke up. When looking at the log, it looked like it had at one time dropped all the way to 18 (btw this is on that devils advocated, after changing the d2v to forced film)

Thanks
oxide
