MPEG software cut based on the frames, not the time?

I finished making a few kvcd's, and now i want to lop off the end of em cuz the end repeats...TV SHOW.
But kvcd's time settings are screwing up my cutting process, because the only program i know is tmpg that has a cutting tool in it.
when it says my video is 3 min's long and its really 24 min's long and i want to cut off the end, it just goes to the 3 min point and stops.
So i need something that will cut based on the frame not the time or something.
Either that or fix what time it is supposed to be, so i can cut at the right spot this time.

You can try MPEG-VCR
http://www.womble.com/products.htm
That will do what you want.

I figured out how to use tmpgenc to merge and cut non standard videos
You just use vdub to find the point you want to cut and type the time vdub said it was at into the time in the merge cut section. Even if it shows as the end of the video from having a non-standard header, it still works correctly when it creates the new cut/merged video.
Could be handy for joining parts of a video together if you had previously put them on multiple disks and you wanted to kvcd them now or something.
