I'm going to Encode a high action film, and I need some help to get the best quality:

Source settings:
-DVD
-4:3
-High motion
-NTSC Video (29.9 fps)
-33 min long
-Interlaced

Encoder settings:
-TMPGEnc (SKVCD settings)
-CVD resolution
-CQ

I very new at converting NTSC, I have always done NTSC -> PAL before.

To save bits per pixel and make the quality better I want to change framerate from 29.9 -> 23.9.

Are there any good ways to do this?
