I've read in the KVCD Spezification the best GOP for Cartoons is 15 Frames for PAL.
But in one thread kwag has written 12 Frames for Pal.

For PAL, use 12 for cartoons.

For animation, old cartoons, etc., we recommend a maximum GOP size of 12 pictures for NTSCFilm (23.973fps), 15 pictures for PAL (25fps) and 18 pictures for NTSC (29.97fps).
It's also recommended to set "Scene change detection", if the encoder permits.

The basic idea is to use a smaller GOP with cartoons, than with a regular movie.
Every movie is different, so you should make your own short tests, depending on the movie.
Just keep the GOP size about half the size of a regular movie, for cartoons.
If KVCD's GOP is normally 24, a value of around 12 will be ok for both NTSC and PAL.

The shorter (up to a certain point!), will give you higher quality, at the expense of larger file size.
Too short, will give better quality, only if you increase the bitrate.
The best quality will be I frames only, with a bitrate of 50,000Kbps
