I just burned a kvcd, MPEG1/VCD, and found out that every 5 minute the movie goes in slowmotion and hacks forward for about 1 second I muxed the movie as VCD so should I try to mux it as SVCD or cant I mux MPEG1 as SVCD?

Yes you can but you have to burn it also as SVCD. But that's no guaratee.

The encoding mode does not change anything the the inner video quality. It change only how the players will be abble to handle it.

Only the Video Header will be changed and Not the Video Quality it's same as Source.
