I used dvd2avi to seperate the audio and vid in a mpeg-2 file and it produced a d2v file and a mpa file so I could change the resolution o get rid of all the black around it. Anyway I go to tmpgenc and use the KVCDx2-CQ-704x576-(PAL)-PLUS but changed the resolution to 512X384 and used mpeg-2 stream type and every know and then I get parts of the video looking like this.

kwag how can I stop this from happening??

That looks like a satellite or digital cable capture. Isn't it? Those blocks should be in your original mpeg file. Looks like a "noise" hit your digital stream and that's what shows. It threw it out of sync momentarily. If your original doesn't show this, somewhere the video stream is loosing sync, or it was incorrectly muxed, for some reason.

The original was fine apart from the fact the it had loads of black around the music vid, and I don't know if it was a capped from satalite or not, I got it from a website. I re-encoded the the d2v and mpa files as a mpeg-1 and it turned out fine, I only got the blocks when I encoded it to mpeg-2.

Whats the best program to demux the original file?

You can use TMPEG tools to demux. I've never had a problem de-muxing with it. Only for muxing is that you'll have problems. That's why I now only use BBmpeg to mux.
