Hi, I am trying to make a VCD out a relatively low resolution file (320x240), and using the KVCD-CQ-352x480-_NTSCFilm_-PLUS.mcf template, I cannot get the resulting mpg file to go fullscreen.

In mpeg setting for TMPEnc, I have chosen 4:3 525 line (NTSC) since the avi file was NTSC. What would you suggest if I want to get this file to go full screen (At the moment, it show black bars on the top and bottom of the picture. The original file could go full screen with acceptable quality on my computer).

There are two aspect ratio settings in TMPGEnc, the source and destination. Check the destination aspect ration on the Video tab and the Source aspect ratio on the Advanced tab. The combination of the two should be set right for desirable output. Also on the Advanced tab, set your Video Arrange Method to Fullscreen or Full Screen (Keep aspect ratio) setting.

Are the black bars on the KVCD you burned, or just when you view the MPG on your computer

Is the video stretched or squashed verticaly to fit it in the viewable area

Don't do that !

What is the purpose in enlarging a VCD source ? To better see that this is a crappy video ?

Your source is 320*240, encode it in 352*240 ! You should have any black border has 320*240 is 4:3 is 1:1(VGA) aspect ratio and 352*240 is 4:3(525 lines) A/R.
