That appears to be a Visual Basic dll and I not sure where to get it.
I'm using parseD2V program in a batch file which pipes the d2v
results to a log file. Each frame noted has either the phrase
[break pattern] or nothing. I count the lines with no [break pattern]
and divide this by the total number of frames in the movie. For
example, (no [break pattern] / total frames) * 100 = if 95%+ use
force film, else use interlace. This method works for most movies,
but this is not 100% and that's why D2S sometimes gets it wrong.

If someone can write a small program to calculate the percent from
the log file it can be tested in a batch file and execute DVD2AVI command
line to run with force film or without. This would take care of how to
automate this. I'm using Autoit v3 to do this and it's very crude. I'd
rather have a batch file do this. I'm trying to do most of the automation
with batch files. The most challenging is CQMatic and CalcMatic. If
I can figure them out, then the rest is easy. Even the burn can be
automated with BURNOUT which uses cdrdao. Tell me what you think
about this plan
