what's CQ ?
 
hi netlanders,

could someone, who's familiar to the
TMPGenc internals, please explain
how the CQ works internaly?

- is it simply aka avg Bitrate?
- is the reduction algorithm changed? how?
- does it affect block artefacts directly?

Yes, I know how the results are different,
but what's going on inside?
